If the tiny house is built to caravan dimensions its possible that is does not need council D.A this has been a major influence as to why tiny houses have been built to these dimensions.

To build to caravan dimensions also called ADR'S (australian design rules) 

the width can be no more than 2.5m the height 4.3 m from ground and the length of 12.5 metres.

we also build oversized tiny houses, you can go up to 3.5m wide without a pilot car so we generally follow this,you can also go to 4.6m high but you must consider how you are transporting them.

The legistration can change from state to state here in Australia but in NSW you could fall under a manufactured home or moveable dwelling which requires a section 68 approval

The house is towed on to the trailer its self with a tractor and then towed to its resting place once arrived at the destination.

All the grey water from the sinks can be put into a pit into the ground that may need an approved filter. Your local plumber can help you with this.

The sewage can be dealt with by getting a waterless toilet and then just emptying yourself once a month or so.

or getting a minimal flush toilet like that on a boat that goes to a holding tank which can then be emptied by a sewage collection truck.
